(C) Embassy Political Officer delivered reftel demarche to
MOFA Deputy Director Seitoku Kawakami of the Human Rights and
Humanitarian Affairs Division. Kawakami said Japan does not
want this HRC issue to negatively affect the resumption of
peace talks between ISRAEL and the Palestinians. The
Palestinian draft resolution as it stands now is "too
comprehensive" for Japan to vote in favor of, but no decision
has been made on whether to vote "no" or to abstain. He
added that in the coming weeks Japan and the EU would be
co-sponsoring at the 3rd Committee a joint resolution on the
DPRK which would need OIC and developing country support to
pass. "This might," he said, "influence our decision."
