NUCLEAR SECURITY SUMMIT MEETING

1. (SBU) Japan's sous-Sherpa for the Nuclear Security Summit
Ministry of Foreign Affairs Director Tsutomu Arai will be
unable to attend the November sous-Sherpa meeting in
Washington, but Japan will send a representative from its
Embassy in Washington in order to contribute to the meeting.
MOFA International Nuclear Energy Cooperation Division
Principal Deputy Director Zentaro Naganuma provided this
information when Econoff delivered the invitation and
logistical information contained in reftel October 13. MOFA
officials were already aware of the meeting from various
discussions with USG officials, but had been awaiting word of
the date. Despite Arai's unavailability, MOFA contacts
remain keenly interested in the summit and currently are
considering how Japan can best contribute.
