(C) Political Minister Counselor delivered reftel demarche to
MOFA Foreign Policy Bureau Deputy Director General Koji
Haneda. Haneda stated that neither the Prime Minster nor the
Foreign Minister would be present when Khaddafi was scheduled
to speak at the UNGA. UN Policy Division Deputy Director
Fumito Miyake added scheduling would also prevent them from
being present when Ahmadinejad was due to speak. Miyake said
the list of U.S. redlines for a possible walkout would be
sent to the Japanese delegation in New York. He added that
both Deputy Vice Minister Bessho and Deputy Minister Sasae
were already in New York. He recommended that the best point
of contact in New York is Masahiku Kiya, Director of the UN
Planning and Administration Department, who is managing the
Japanese delegation.
