(C) Embassy Political Officer delivered reftel demarche to
Deputy Director Kei Kamei of MOFA's Human Rights and
Humanitarian Affairs Division. Kamei stated that based on
just concluded discussions with the Japanese mission to the
UN in New York, changes to the resolution's language
regarding budget issues and the "group of experts" as
contained in the most recent draft will make it possible for
Japan to support this resolution. She added that the most
recent draft's language addressing the issue of avoiding the
SRSG (Special Representative of the Secretary General) being
duplicative of existing UN bodies satisfied her division's
concerns on this issue. That said, she added that other MOFA
divisions may have concerns regarding duplication.
