1. (C) Emboff delivered non-paper contained in ref A to
Ministry of Foreign Affairs (MOFA),Non-Prolferation, Science
and Nuclear Energy Division official Mizuyo Kuwako September
2. Kuwako said her office would review the proposals and
would respond to ISN through the Japanese Embassy in
Washington, but noted the GOJ does not plan to circulate any
proposals for the upcoming MTCR Plenary.
2. (C) On a separate matter, in follow-up to ref B, Kuwako
said she had discussed potential GOJ presentation topics for
the Plenary with counterparts in MOFA, the Ministry of
Defense (MOD),and the Ministry of Economy, Trade and
Industry (METI). While the GOJ has not made a final
decision, Kuwako said MOFA is planning to give presentations
on North Korea and Iran. The MOD will also likely deliver a
presentation on North Korea, and METI is also considering
making a presentation. Once a final decision is reached, the
GOJ will circulate the content of its presentations to MTCR
members through the ePOC database.
