(C) On August 26, Deputy Financial Attach delivered reftel
talking points to GOJ Ministry of Finance (MOF) International
Bureau, Research Division Director Takeshi Kurihara, Deputy
Director Junji Kuyama, Special Officer for Research on
Foreign Exchange Transactions Wataru Kikuchi, and Section
Chief Yuka Kunisato. Kurihara said the GOJ was investigating
whether Kwangson Bank had a presence in Japan, and whether to
designate it. While not prejudging the outcome of that
investigation, Kurihara noted that under its Foreign Exchange
and Foreign Trade Act, Japan can and has designated other
entities beyond what the UN has designated.
