1. LEAD STORIES: Tuesday morning papers gave front-page
play to President Obama's address on Monday on his
environmental policy.


2. "Obama Diplomacy Should Ensure Both Principles and
Fight against Terrorism" The conservative Sankei
editorialized (1/27): "President Obama signed an
executive order to close the detention facilities at
Guantanamo Bay Naval Base within a year... After
signing the executive order, the President stressed:
'The U.S. will not torture. We will show our leadership
to the world by putting our principles in practice.' It
is clear that military power is not sufficient to fight
against terrorism. The law-abiding spirit and moral
persuasion are also important. We welcome the new
administration's efforts to regain confidence in U.S.
diplomacy. However, we should not forget that many
difficulties lie ahead for the U.S. to realize its
diplomatic goals... We hope that the Obama
administration, which advocates using 'smart power,'
will try to prevent terrorism while restoring its
principles through its cooperation with the
international community."
