SUBJECT: TOKYO MEDIA REACTION - "SUMBARINE RACE" IN SOUTH CHINA SEA,

1. LEAD STORIES: Friday morning's Yomiuri led with the finding that
a student from an Iranian research institution, which is on a GOJ
list of foreign entities suspected of engaging in nuclear
development, was allowed to study nuclear technology at one of
Japan's leading universities.
2. "'Submarine Race' Raging in South China Sea" The liberal Asahi
wrote from Singapore (7/31): "Southeast Asian countries, against the
backdrop of their economic development, are actively deploying
submarines in the South China Sea. In view of concern about rapid
naval buildup by China, a number of submarines equipped with strong
reconnaissance capabilities have been deployed in the area, which is
facing territorial disputes. These deployments are likely to spark a
new arms race which will involve Australia and others."
3. "Russia Rivals U.S. on Anti-Terrorism Front"
On Russian President Medvedev's tour of Kyrgyzstan and Tajikistan,
the conservative Sankei stated (7/31): "In Tajikistan, Medvedev held
a joint meeting with the leaders of Afghanistan and Pakistan, where
the U.S. is fighting the war on terrorism. In Kyrgyzstan, where both
the U.S. and Russia maintain troops, [Medvedev] is looking to set up
a second base [for Russian troops]. The trip reflects Moscow's
desire to demonstrate its contribution to the war on terrorism in
Afghanistan and maintain its sphere of influence in Central Asia,
while concurrently playing up its policy of improving ties with the
U.S."
