1. LEAD STORIES: There were no newspapers on Tuesday morning because
of a press holiday. Broadcasters gave top play to Prime Minister
Aso's plan to dissolve the Lower House today for a snap election on
August 30.
2. "Outflow of Nuclear Technology Must Be Monitored" On the UN
Security Council decision to impose sanctions on several North
Korean individuals, the liberal Tokyo Shimbun editorialized (7/20):
"China and Russia, which maintain human interaction with North
Korea, are called upon to steadily implement the sanctions. The UN
travel ban on nuclear engineers is meant to prevent the outflow and
proliferation of nuclear and missile technologies by North Korea....
The international community needs to closely monitor the level of
cooperation by Iran and Syria with the travel ban on DPRK nuclear
experts."
