SUBJECT: TOKYO MEDIA REACTION - PRESIDENT OBAMA AND NON-ALIGNED
MOVEMENT SUMMIT
1. LEAD STORIES: All Friday morning papers led with the continued
disarray within the ruling LDP over Prime Minister Aso's plan to
dissolve the Lower House next week for a snap election on August 30.
2. "U.S. Diplomacy Entering Stage of Implementing Policies" On
President Obama's foreign policy, the liberal Mainichi stated
(7/17): "Starting with his April address in Prague calling for the
creation of a 'world free of nuclear weapons,' President Obama has
delivered a series of major foreign policy speeches in Cairo,
Moscow, and Accra, Ghana. After only six months in office, the
President has laid out in a comprehensive manner the roles of the
U.S. and the international community for the 21st century.... The
Obama administration has been highly praised both at home and
abroad, and has received offers of cooperation from major nations.
President Obama is unlikely to seek immediate results [in his
foreign policy] but will instead focus on maintaining coordination
by influencing international public opinion."
3. "Non-Aligned States Reverse 'Anti-American' Posture" On the
Non-Aligned Movement Summit in Egypt, a writer for the liberal Asahi
reported (7/17): "Having set the global economic crisis and global
environment as their main discussion agenda items, the summit this
time appeared to be less political than the one held three years
ago, in which [the participants] stressed their anti-American
position.... The non-aligned movement is attempting to shift its
focus from politics to other fields based on the assessment that
deeper involvement will be imperative in resolving such issues as
climate change and financial and trade problems.... However, the
'South-South split' is enlarging, as Brazil and India have joined
the 'emerging economies' due to their rapid economic growth, while
most African nations are still classified as underdeveloped
countries. Given that the non-aligned movement now encompasses
almost two-thirds of UN member states, it is becoming increasingly
difficult for the group to find common interests."
