1. Embass Tokyo delivered reftel non-paper 7 July to Ministry
of Foreign Affairs Maritime Security Policy Division Director
Michio Harada and National Security Policy Division Principal
Deputy Director Shingo Miyamoto. Japan agrees, in principle,
with opening participation in Contact Group on Piracy off the
Coast of Somalia (CGPCS) proceedings to countries and
international organizations that are able to make tangible
contributions to counter-piracy efforts, according to
Miyamoto. The CGPCS should also be open, however, even to
countries "such as Iran" that some members may oppose,
Miyamoto added.
