U.S.-RUSSIA SUMMIT

1. Embassy delivered reftel demarche July 10 to Ministry of
Foreign Affairs (MOFA) Russia Division Principal Deputy
Director Kotaru Otsuki and to MOFA Arms Control and
Disarmament Division Deputy Director Shigeru Umetsu.
2. Umetsu said that MOFA sees the agreement as an important
step in enhancing global denuclearization goals. Both Umetsu
and Otsuki pledged to inform their superiors of the content
of the demarche. Otsuki also expressed interest in learning
further details of planned additional assistance in training
Afghan counter-narcotics personnel (reftel para 10) and the
MOU on Cooperation in the Field of Public Health and Social
Development (reftel para 13).
