1. (C) On July 9 EMBASSY Tokyo Political Officer delivered
reftel demarche to Deputy Director Tomoko Yoshihiro of MOFA's
Global Issues Cooperation Division. Yoshihiro stated that
Japan had an observer present when the UN Committee on
Non-Governmental Organizations deliberated the case of the
DCP (Democracy Coalition Project),but has otherwise not yet
begun to consider how it will vote in the UN Economic and
Social Council (ECOSOC). Yoshihiro noted that MOFA received
a demarche from a country not supporting accreditation for
the DCP and stated, "This country felt accreditation for the
DCP would create too much 'heat' around the issue of Human
Rights Council and Community of Democracies (CD) membership.
We asked for concrete reasons as to why we should vote
against accreditation for the DCP but have not been provided
with any as yet."
2. (C) The Dynamic Christian World Mission Foundation NGO is
not known to the Japanese government, but they would
investigate, Yoshihiro continued. She pointed out that last
year at the ECOSOC, Japan voted in favor of extending
accreditation to a gay and lesbian rights NGO that the
Committee had recommended against, so, "Japan has a history
of overturning recommendations of the Committee when they are
determined to be counter to the UN Charter."
