1. (U) After a review of sources and contacting NGOs,
Embassy Tokyo found no indication that the United Nations
University (UNU) grants any official status, accreditation,
or recognition to any organization which promotes and
condones or seeks the legalization of pedophilia or has
subsidiaries or member organizations that do.
2. (U) How the Review Was Conducted: Post obtained lists of
UNU's partner organizations from the UNU and its website.
Our point of contact, UNU Librarian Mayako Matsuki, stated
that the UNU's criteria for group affiliation includes the
non-acceptance of any organization known to be involved with
human right's abuses. Post cross-referenced organizations on
the lists with known international and Japanese
pedophilia-advocate groups and found no matches. Post also
shared the list with a Japanese anti-child pornography NGO,
ECPAT/STOP. ECPAT/STOP Secretary Junko Miyamoto examined the
list and re-assured post that there were no pro-pedophilia
organizations among the Japanese groups listed.
3. (U) The number of organizations affiliated with the UNU:

4. (U) Total staff time spent compiling with the request:
FS-4 Foreign Service Officer: 4 hours. Grade 8 Political
Assistant: 4 hours.
5. (U) EMBASSY POC: Daniel Garrett, POL.
6. The UNU's point of contact, also stated that the UNU was
considering making U.S. pedophilia-related requirements
explicit in its list of requirements for group affiliation.
