EST Chief delivered the non-paper contained in ref to MOFA
Arms Control and Disarmament Division Deputy Director Shigeru
Umetsu and officers from the MOFA International Science
Cooperation Division January 23. Umetsu said the GOJ is
discussing the current draft of the EU proposal internally
and expects to provide comments by mid-February. He said the
GOJ agrees with the U.S. position that the code of conduct
should not be legally binding and that the wording should be
changed accordingly.
