SUBJECT: TOKYO MEDIA REACTION - U.S.-ROK SUMMIT AND U.S. DIPLOMACY
1. LEAD STORIES: Front-page items on Friday morning included a
Yomiuri report on a recent notice issued by the Chinese government
to local government entities recommending that they select domestic
products when procuring goods and services in order to stimulate the
economy.
2. "Good Opportunity to Reinforce Unity against DPRK" On the recent
adoption by President Obama and his ROK counterpart Lee of the
"Joint Vision for the Alliance," the conservative Sankei
editorialized (6/19): "[The adoption] means that South Korea
departed from its previous conciliatory stance toward North Korea
and instead chose to apply pressure on it in cooperation with the
Obama administration. We welcome this as an important development
symbolizing enhanced unity and coordination by the U.S., Japan, and
South Korea. This momentum should be seized in order to persuade
China and Russia to jointly exert strong pressure on North Korea to
surrender its nuclear arsenals."
3. "Dialogue Diplomacy Hits Impasse" A Washington correspondent for
the business-oriented Nikkei wrote (6/19): "President Obama's
single-note policy of calling for dialogue [with adversaries]
appears to be reaching an impasse. Since becoming president, he has
made some progress through dialogue with adversaries, but few real
accomplishments have been made as evidenced by issues such as North
Korea's nuclear test and Iran's move to crack down on reformists.
The President has hesitated to switch to a pressure line and
disarray is emerging within the administration.... Given its ongoing
operations in Iraq and Afghanistan, the U.S. military cannot afford
to carry out another war. In the apparent absence of war options for
Iran and North Korea, the U.S. has no choice but to take a soft
line."
