1. (SBU) Japan has no plans to give Iran-related
presentations during the Nuclear Suppliers Group (NSG)
Plenary Meeting in Budapest, according to Ministry of Foreign
Affairs (MOFA) Disarmament, Nonproliferation and Science
Department, Assistant Director for Export Control Shinichi
Sato. Econoff delivered demarche and nonpaper on NSG
presentations contained in reftel to Sato May 28. Sato
initially had no comments, but contacted Econoff June 3 in
response to the demarche. Sato noted despite not making a
presentation on Iran, Japan welcomes U.S. attention to the
issue, and expects there will be many opportunities for
discussion.
2. (SBU) Sato noted Japan is considering making
presentations during the Information Exchange Meeting (IEM)
and the meeting on licensing. He said the Ministry of
Economy, Trade and Industry (METI) will give Japan's IEM
presentation on the subject of a recently passed change to
Japan's Foreign Exchange and Foreign Trade Law. (Note: METI
is currently working to implement this change in the law,
which requires it to regulate the export of sensitive
information, rather than just equipment, according to METI
contacts and press reporting.)
