(S) Emboff delivered reftel non-paper to Atsushi Tanizawa, Deputy Director, Security Export Control Policy Division, Ministry of Economy, Trade and Industry and his successor, Hiroaki Machii, May 18. Tanizawa said METI is willing to look into the transaction and said his ministry's efforts would be more effective if it could contact Horiba directly. Accordingly, he asked if he could share information in the non-paper with the firm and also asked if the USG had additional information on the type of spectrometer in question. ¶3. (S) ACTION REQUEST: Please advise whether METI is authorized to share the information in reftel talking points with Horiba and if there is additional information about the type of spectrometer.
