1. (S) Emboff delivered ref A talking points to Takao
Shishikura, Director, Office of International Affairs for
Security Export Control, and Atsushi Tanizawa, Deputy
Director, Security Export Control Policy Division, Ministry
of Economy, Trade and Industry (METI) May 1. Shishikura said
his office will provide the points to the responsible person
at Mitsubishi Heavy Industries (MHI) to make the company
aware of the suspected end user and to advise against the
shipment of the diesel generator. Shishikura also said Japan
Customs would identify the suspect shipment should MHI elect
to proceed with the transfer. The METI officials said they
will contact EMBASSY Tokyo if further information develops.
