(SBU) On December 3, Poloff delivered reftel information to Ilir
Melo, Chief of the Americas desk at the MFA, and thanked him for the
GOA's abstention on the previous vote on this subject. Melo said
the GOA would likely abstain again during the final vote. Melo also
noted that the GOA has received letters from several Members of
Congress about this issue.
