Robert Quarles, in the Asylum, Resettlement, and Return Division of the Dutch MFA, reviewed reftel points and responded the Netherlands is "thinking along the same lines." Quarles passed reftel points on to the Dutch embassies in Geneva, Kathmandu, and New Delhi ahead of the visit by PDAS Witten to Nebal and India. Quarles noted that the Dutch Embassy in Washington had in fact conducted a similar exercise two months ago, seeking ideas to address the refugee problem. The Dutch will assume the presidency of the Bhutanese refugee working group in Geneva beginning in 2010, so the Netherlands is preparing an inventory of ideas to strengthen the process.
