(C) The Dutch share U.S. concerns over some Allies' plans for
drawing down NATO's Kosovo Force (KFOR). Although the Dutch
presence in KFOR is limited (a 4-person medical surgical team
and one advisor at the Kosovar Ministry of Security),they
are committed to see the mission to completion. Pol-Mil
Officer delivered reftel points March 19 to Guusje Korthals
in the NATO division of the Ministry of Foreign Affairs
Security Policy Department. Korthals emphasized that the
Kosovo Security Force is not ready and any discussions at
this point on adjusting the posture of KFOR is premature.
She opined that we must "wait for the right moment" to begin
the discussions and that even this summer may be too early.
As a side note, she relayed the importance of the Dutch
advisor to the Kosovar Ministry of Security and the intensity
of his efforts to assist in the standing up of the Ministry.
