1. (U) The Dutch expect to deposit the protocols for
accession of Albania and Croatia to NATO by mid-March. End
Summary.
2. (U) Policy Advisor Anouk Vos, from the Dutch MFA's NATO
Affairs Security and Defense Policy Division, noted that
Queen Beatrix signed the law accepting the NATO protocols on
February 21. She detailed the remaining steps to be
completed: signatures of the Ministers of Defense and
Foreign Affairs, publication of the law in the 'Staatsblad'
(Official Bulletin of Acts and Decrees),and formal deposit
of the instruments in Washington. The latest expected date
of deposit is March 17. The NATO Affairs office continues to
aggressively move the process and monitors every step very
closely.
3. (C) The Dutch Embassy in Slovenia informed Vos that the
Slovenians "most probably" will not be able to provide a
timely ratification due to a possible referendum on the
accession (See ref D for country assessment). According to
Vos, the referendum is the result of a border dispute between
Slovenia and Croatia.
