1. (U) Summary: This is another in a series of daily
round-ups of political news in the aftermath of the June 28
forcible removal and exile of President Manuel Zelaya from
Honduras. End Summary.

Reports of Violence at Roadblock
--------------
2. (SBU) Honduran National Police (HNP) dispersed a
pro-Zelaya roadblock on the north edge of Tegucigalpa on the
main CA-5 highway, in accordance with their new policy (Ref
B). According to RSO sources, the protestors attempted to
confront the HNP in a nearby neighborhood, and shots were
fired. One protestor received a serious head wound and is
receiving treatment at a local hospital. Other reports claim
pro-Zelaya independent presidential candidate Carlos H. Reyes
was also injured in the conflict, along with other protest
organizers. Note: all reports indicate Reyes' injuries were
not/not from gunshot. End note.) HNP sources claim they
possessed only nonlethal weapons at the scene and that
another protestor was responsible for the shooting.

Arias Proposal Being Analyzed
--------------
3. (U) Press reports that Congress will take until Monday,
August 3, to analyze the San Jose Proposal. The commission
charged with reviewing the proposal is taking the time to
meet with religious leaders, human rights groups, the
lawyer's organization, and other groups.
4. (U) Local press reported that Micheletti proposed to Arias
that the negotiations move to Honduras to include all partS
of Honduran society such as churches, unions, student groups,
business associations, press, political parties, and
universities.
5. (C) Press report that Honduras was the central theme of
the Cumbre de Tuxtla July 29 where Presidents of Central
America, Mexico, and Columbia gathered. Arias asked that
other countries support the San Jose Proposal and work to
restore democracy to Honduras. A Congressman told EconCouns
that Arias needs support and said that former Chilean
President Ricardo Lagos should become a co-mediator.

Recommendation that Honduras Withdraws Money from BCIE

6. (U) "El Heraldo" reported that private businesses are
recommending to the Secretary of Finance that Honduras
withdraws the money they have in the Central American Bank of
Economic Integration (BCIE) because of unofficial reports
that BCIE will suspend loans and aid to Honduras.
