1. (C) On the morning of November 30, the Ambassador spoke
to Costa Rican President Oscar Arias and discussed the
results of the Honduran elections. The Ambassador told Arias
that the election process had gone smoothly and praised the
Supreme Elections Tribunal for an outstanding organizational
effort. The Ambassador described the process as peaceful and
that turn out had been significant. Arias said that his
government also believed the process had gone well. He
stressed that he was trying to do his best at the
Ibero-American Summit in Portugal in support of a moderate
and constructive position towards Honduras. Arias said he
had met with President Zapatero of Spain and argued in favor
of recognizing the result of the Honduran elections. He said
he chided Zapatero saying that it was not credible for the
international community to recognize the results of the
elections in Afghanistan and Iran and fail to do the same in
Honduras. Arias said he believes that the elections are an
important part of the solution and that the emergence of Pepe
Lobo as president-elect changes the political equation and
provides new opportunities. The Ambassador briefed Arias on
our effort to influence Lobo to support the implementation of
the Tegucigalpa-San Jose Accord.
2. (C) The Ambassador and Arias agreed that the Central
American countries were in a position to help achieve our
democracy goals but also assist Honduras,s reintegration
into the international community. Arias said he was
committed to supporting Pepe Lobo and said he hoped to speak
to him today. Arias said he planned to invite Lobo to visit
Costa Rica and that could possibly help in easing Honduras,s
isolation. The Ambassador said he would pass on Arias,s
message to Lobo when they met later today.
3. (C) Comment: President Arias is keen on retaking his
leadership rule that he has held on Honduras since the June
28 coup. He believes that his knowledge of the country and
key political players, as well as his previous role as
mediator, will allow him to work in support of Honduran
democracy and to ease the isolation facing Honduras.
