1. (SBU) On 16 April Emboff delivered reftel diplomatic note
stating officially the intent of the United States to seek a
seat on the UN Human Rights Council, as well as a copy of the
United States Human Rights Commitments and Pledges, to First
Secretary Nana Shonia of the U.S. and North America Division
of the MFA. Shonia expressed her appreciation for the dip
note and promised to pass it to senior levels in the
International Organizations Division. As has been conveyed
previously, she again noted the Georgian government's
interest in the return of the United States to the Council.
