1. (SBU) In May 2008, Uzbekistan's Minister of Internal Affairs
Bohodir Matlyubov appointed Major Feruz Uchkunovich Djuraev as
Chief of Navoi City's Department of Internal Affairs. Djuraev, an
ethnic Uzbek, was born in 1976. In 1997, after graduation from the
Ministry of Internal Affairs (MVD) Academy, he began his career as
an Investigator in the Investigations Section of Bukhara Province's
Department of Internal Affairs.
2. (SBU) From 1997 until 2002, Djuraev served as an Operations
Officer and then Senior Operations Officer in the Section for
Criminal Investigations in Navoi Province's Department of Internal
Affairs; Operations Officer in the Section for Criminal
Investigations in Kyzyl-Tepa District's Department of Internal
Affairs; and Deputy Chief of the Section for Criminal
Investigations in Navoi City's Department of Internal Affairs.
3. (SBU) From 2002 until 2009, Djuraev served first as Senior
Operations Officer and Chief of the Section for Criminal
Investigations and Counterterrorism in Navoi Province's Department
for Internal Affairs. Then he became First Deputy Chief of Navoi
City's Department of Internal Affairs while concurrently serving as
Chief of the Section for Criminal Investigations and
Counterterrorism in Navoi City's Department of Internal Affairs.
(Comment: Djuraev's new position is considered a promotion. End
comment.)
