(U) This is an action request. Please see paragraph four. ¶2. (U) GOU officials nominated the River Port Termez Unit under the Surhandarya Customs and Border Committee for UNODC training course J-49 Targeting and Risk Management, to take place November 16-20. The training will teach participants how to identify and prevent drug smuggling. Although it is sponsored by UNODC, INL is funding the project. The unit is listed below: Unit: River Port Termez Unit Commanders: Dmitry Em, State Customs Committee Bahtiyer Rahmonov, Committee of the State Border Protection Location: Surkhandarya Region, Termez, Uzbekistan Agencies: State Customs Committee and Committee of the State Border Protection Note: that this is the only river port in Uzbekistan. ¶3. (U) Post has no credible information of gross violations of human rights by this unit. ¶4. (U) Action request: Post requests that the Department Conduct a human rights review and Leahy vetting for this GOU unit as soon as possible.
