1. (U) Post's responses are keyed to questions
contained in Reftel A, paragraph three:

-- In 2008, Estonia received $4.15 million in combined
IMET and FMF funding from the USG, and will receive
funding under both programs again in 2009.

-- In 2008 Transparency International (TI) ranked
Estonia 27th out of 180 countries on its Corruption
Perceptions Index. Estonia was, after Slovenia, one
of the least corrupt countries in Central and Eastern
Europe and 13th among EU27 countries.

-- Estonia's state budget is publicly available on the
State Budget website: http://riigieelarve.fin.ee/.
All revenues and expenditures are included in the
publicly available budget and are accurate.

-- Estonia's report to the IMF on compliance with
standards and codes covering fiscal transparency can
be found at:
