1. (C) On June 16, AIT Pol Chief delivered the Taiwan TIP
Report narrative to Ministry of Foreign Affairs Director
General of North American Affairs Harry Tseng. Tseng
expressed particular interest in whether there were any
significant changes compared to last year's report and
whether Taiwan's tier ranking had changed. Drawing on
reftel, Pol Chief noted the progress Taiwan has made over the
past year but confirmed that Taiwan remained at Tier 2.
Regarding the report's finding that Taiwan should strengthen
efforts to identify and protect TIP victims, Tseng noted that
these concerns also could be addressed as human rights issues.
2. (U) The English version of the report is posted on AIT's
internet site. A Chinese version will be posted once
translation is complete.
