1. In a discussion with Kiribati Chief of Protocol Bwena Maunaa,
Deputy Chief of Mission Pruett learned that Kiribati President Anote
Tong had survived a parliamentary no-confidence motion August 31.
The motion failed on a vote of 20-25.
2. This was the second no-confidence motion against Tong within the
past four months. The arguments in favor of the motion centered on
what the opposition characterized as Tong's general economic
mismanagement.
3. With the survival of his administration, President Tong will
focus anew on his upcoming visit to the United States to participate
in UNGA and to commemorate the 30th anniversary of the U.S.-Kiribati
Treaty of Friendship. We will also use this opportunity for the
United States and Kiribati to sign an agreement creating a sister
sanctuary relationship between Kiribati's Phoenix Islands Protected
Area and the U.S. Papahanoumokuakea Marine National Monument.
