(U) Emboff delivered reftel points to Johan Hallenborg,
Special Advisor, International Law and Human Rights
Department at the Swedish MFA on October 15. Hallenborg
thanked us for the information and noted that Sweden,
speaking on behalf of the EU, had delivered a joint statement
in the UN Security Council on October 14. Hallenborg said
that the EU had not called for the HRC special session that
will take place October 15-16, but that the EU would
participate and may consider adding input to any resolution
that the Palestinian delegation may present. Hallenborg
emphasized that Sweden will push for a common EU position
among the 27 EU Member States, but he recognized that
reaching agreement would be difficult. Hallenborg believed
that the EU's abstention on a vote would be a likely outcome.
