EMISSIONS TRADING SCHEME

1. Sweden presented a proposal on February 23 that includes
aviation activities in the Emissions Trading Scheme beginning
2012. Swedish Minister for the Environment Anders Carlgren
told journalists that "air transport must bear its own
environmental costs" like other modes of transport. He
commented that this is an important step toward making
polluters pay, and that it will spur the development of new
technology and fuels that will ensure that the aviation
industry adapts to climate and environmental conditions.
2. Carlgren stated that the proposal will apply to flights to
and from airports on EU territory and will require airlines
to monitor carbon dioxide emissions that come under the
trading scheme. He also said that airlines will be required
to report annually the emission allowances that cover their
actual emissions, as well as present plans detailing how they
will monitor and report emissions. Emissions monitoring will
commence in 2010, and emissions allowances will be allocated
free of charge and by auction once an application has been
received. Certain airlines with "limited operations" in the
EU and sport aviation activities are not covered by this
proposal.
