(U) This cable responds to the action request in reftel requesting human rights vetting for the candidate nominated to attend SECI Regional Center for Combating Trans-Border Crime "Fighting Organized Crime with Specialized Structures: Maximizing Cooperation, Capacity, and Expertise" September 21-24, 2009 in Bucharest, Romania. ¶2. (U) The Department of State has vetted the individual listed in reftel and possesses no credible derogatory information as of 09/18/2009. Post is authorized to include the following individual in USG-funded training: NAME (First/Last): Milovan Pavicevic D/POB: January 7, 1980; Podgorica GENDER: Male TITLE: Senior Police Commissioner ORGANIZATION: Police Directorate NATIONALITY: Montenegrin ¶3. (U) Post is permitted to provide the following statement to authorized parties: Embassy verifies that the Department of State possesses no credible information of gross violations of human rights by the individual(s) identified above, as of 09/18/2009.
