This is an Action Request. See paragraphs 2-4. ¶2. The Department's Office of Defense Trade Controls Compliance (PM/DTCC) requests Post's assistance in conducting a post-license/pre-shipment check on license 050188289 for the export of International Traffic in Arms (ITAR)-controlled power take off (PTO) shafts to Pakistan. Post is requested to complete this Blue Lantern inquiry within 30 days. Lack of response to a Blue Lantern inquiry will affect pending and future licenses involving parties to this license. ¶3. Reason for request: To verify that the Pakistan Air Force (PAF) ordered the PTO shafts from foreign consignee Socit Anonyme Belge De Constructions Aeronautiques (SABCA). The authenticity of the end-user certificate signed by the Pakistan Air Force is in doubt. In addition, there are unusual circumstances surrounding the origin of the PTO shafts. The applicant, Goodrich Corp., does not know who imported the PTO shafts into the United States and does not state how they came to be in Goodrich's possession. ¶4. ACTION: The Department requests that Post confirm that the PAF ordered the PTO shafts listed below from SABCA for the purpose stated on the license. In addition, the Department requests that Post make inquiries regarding the origin of the PTO shafts to ascertain whether they are new inventory or were already owned by the PAF. If already owned by the PAF, please inquire as to whom the PAF sent the PTO shafts for repair and refurbishment. END ACTION. ¶5.
