(U) This cable responds to the action request in reftel requesting human rights vetting for the candidates nominated to attend the ICITAP Defensive Tactics Course in Tirana, Albania, from September 28 through October 9, 2009 ¶2. (U) The Department of State has vetted the individual listed in reftel and possesses no credible derogatory information as of 09/10/2009.
