STATE 63545 ¶1. This is an action request. Please see paragraph 4. -------------- BACKGROUND -------------- ¶2. On September 15, the Chairman of the 1591 Committee concerning the Sudan will brief the UN Security Council on the work of the Sudan Sanctions Committee, covering the period June 20 to September 15. The briefing to the UNSC is provided in accordance with paragraph 3(a)(iv) of resolution 1591 (2005). The Chairman's statement is expected to include details on the 8 July 2009 brief the Panel of Experts provided the Sudan Sanctions Committee on threats to stability in the region and impediments to the political process. The Chair is also expected to praise the increased logistical support provided to the Panel of Experts in addition to encouraging increased cooperation and information sharing from the Government of Sudan, other UN Member States, and the Peacekeeping Missions. -------------- MEETING OBJECTIVES -------------- ¶3. The objectives for the 15 September meeting are as follows: - Reiterate U.S. concerns about loss of life and reported human rights violations that continue in Darfur. - Underscore the importance the U.S. places on the independent analysis of the Panel of Experts. - Send a message that the U.S. expects that Member States and fully support the Panel of Experts. -------------- ACTION REQUEST -------------- ¶4. USUN may wish to draw upon the following points in response to the briefing by the Chairman of the 1591 Committee concerning Sudan to the UN Security Council scheduled for September 15. Begin Talking Points: - The United States would like to thank the Chairman for his presentation and stewardship of the Sudan Sanctions Committee. - We are concerned by the destabilizing activities of the Darfur and Chadian rebel groups and their reported recruitment of child soldiers. - The United States is deeply troubled by reports of Sudanese and Chadian Armed Forces offensive military overflights in contravention to Security Council resolution 1591 (2005). - We were very encouraged that the DPKO/USG has taken the matter of information sharing between the Missions and the Panel of Experts seriously. We look forward to seeing the formal guidelines DPKO is drafting and remind all parties that coordination is mandated by the Security Council. Guidelines are an excellent step in the right direction, particularly in a difficult operating environment like Sudan. - The Panel of Experts can only be effective if Member States respect their mandate as set forth by the Security Council. We look forward to reviewing the Panel of Experts' next report and recommendations on how the sanctions can be more effectively implemented in order to assist in bringing peace and security to Sudan and the region.
