1. This is an Action Request. See paragraph 4.


2. The Department's Office of Defense Trade Controls
Compliance (PM/DTCC) requests Post's assistance in conducting
a post-shipment check on license 050097050 for the export of
rifles and ammunition to Pakistan. Post is requested to
complete this Blue Lantern check within 45 days. Lack of
response to a Blue Lantern check will affect pending and
future licenses involving parties to this license.


3. Reason for Request: The end-user listed is "Officer
Commanding No. 105 AED, Pakistan Air Force Base." Also, the
contract for this transaction dates back to 2006. This
request is to establish the bona fides of this transaction
and confirm that the rifles and ammunition were received by
the appropriate end-user.


4. Action Request: Post is requested to verify the bona
fides of this transaction and confirm that the rifles and
ammunition were received by making inquiries to appropriate
officials of the Government of Pakistan. The following
points are included for guidance:

--Can you confirm the order of the rifles and ammunition
listed on this license?

--Can you confirm the receipt of the rifles and ammunition?
Please provide serial numbers for these rifles, if possbile.

--Why were the rifles not shipped until July 2009 when the
contract was signed in February 2006?

In its reply, Post is encouraged to comment on any
information pertinent to this transaction such as security of
facilities, end-use, and concerns about the entities involved.

Scott Smith (Barrett) dated 03/31/2008 and CAPT. Abdul Rehman
(Attache Defence Procurement, Embassy of Pakistan) dated
03/28/2008.
