This is an Action Request. See paragraphs 2-4. ¶2. The Department's Office of Defense Trade Controls Compliance (PM/DTCC) requests Post's assistance in conducting a post-shipment check on license 050112288 for the export of International Traffic in Arms (ITAR)-controlled biometric identification equipment. Post is requested to complete this Blue Lantern inquiry within 45 days. Lack of response to a Blue Lantern inquiry will affect pending and future licenses involving parties to this license. ¶3. Reason for request: Ultimate disposition of equipment is not identified on the license. ¶4. ACTION: The Department requests Post to confirm that Triple Canopy Uganda has received the biometric identification equipment listed below and that the articles are being used for the purpose stated on the license. In addition, Post is requested to make inquiries as to the ultimate disposition of the equipment after it serves its stated purpose. Will equipment remain in Uganda under the possession of Triple Canopy, will it be returned to Triple Canopy in the United States, or are the articles considered Government-Furnished-Equipment (GFE) that will be returned to contract-issuing government agency? END ACTION. ¶5. One mobile deployable biometric identification system with components design for military applications. Triple Canopy has been authorized to train Ugandan Nationals for US DOD Joint Contracting Command Iraq (JCCI) and US DOS protective security contracts in Iraq under licenses 050050830, 050074278, and GC 0564-08. The provisos of these license approvals call for screening of the applicants by Triple Canopy and submitting the applicants' information to US SOCOM for background checks. US SOCOM recommended that Triple Canopy obtain and use the subject equipment in their biometric data collection efforts. ¶6. Devlin (US Air Force) --Contract W919GDW-07-A-4003 issued by JCCI. --Product Brochures --Approved precedent licenses 050050830, 050074278, and GC 0564-08. --Department of State License for Permanent Export of Unclassified Defense Articles and Related Unclassified Technical Data, signed 7 July 2008, approved 14 August 2008. ¶7.
