(U) The Department's Office of Defense Trade Controls Compliance (PM/DTCC) requests Post's assistance in conducting a post-license/pre-shipment check on license 050178881 for the export of grenades to Georgia. Post is requested to complete this Blue Lantern check within 45 days. Lack of response to a Blue Lantern check will affect pending and future licenses involving parties to this license. ¶3. (C) Reason for Request: No purchase order or contract from the Georgian Ministry of Internal Affairs (MOIA) was submitted in support of this license. Also, previous Blue Lantern check found that M. Paz Logistics inflates prices for items sold to the Government of Georgia and encourages the misrepresentation of ultimate end-use (REFTEL). This check is to determine if this is a legitimate order on behalf of the MOIA and to confirm the ultimate end-use. ¶4. (SBU) Action Request: Post is requested to confirm that the Georgian Ministry of Internal Affairs ordered the grenades listed below. Post is also requested to verify that the grenades will be used by the Border Guard of the Georgian MOIA as stated on the export license. In its reply, Post is encouraged to comment on any information pertinent to this transaction such as security of facilities, end-use, and concerns about the entities involved. ¶5.
