SUBJECT: Pricing Survey for Travel Management Services
1. The Department is requesting posts' input to help
determine the best approach for Travel Management
Centers (TMC) to charge for their services.
2. The E-Gov Travel Services (ETS) contract requires
fully loaded transaction pricing and therefore does not
contain an economic price adjustment clause. It has been
suggested that the Department should return to the
Management Fee structure in-lieu of existing transaction
pricing. Under the Management Fee structure, the TMC
would bill for regional account managers as was done
under the previous General Services Administration (GSA)
contracts. Please note: Transaction fees pay for
requested travel services and are a "pay as you go"
charge per itinerary, assessed at the time of sale.
Management fees pay for the requested travel services
and the TMC's overhead and are usually paid by the
month.
3. Please respond to the questions below in the order
stated:
a. Is post currently using ETS?
b. Are you currently using or are you planning to
procure local TMC fulfillment services instead of
using the ETS contractor (Carlson Wagonlit)?
c. Should the TMC be reimbursed for foreign conversion
fees?
d. Should travel fulfillment services be priced by
transaction fees or by payment of a management fee?
4. Please e-mail responses and any questions regarding
