1. (SBU) The Department of State reviewed its files and finds that it
possesses no credible information of gross violations of human rights
for the individuals below. These individuals are candidates to
attend the ILEA Bangkok Supervisory Criminal Investigators Course
scheduled from February 16, 2009 to March 27, 2009.
2. (U) Candidates:
Christopher JACOB; DOB: 18 April 1966; POB: Singapore; PPN: S 1744451
D; Current Position: Assistant Superintendent, Singapore Police Force
- OC Team of Special Investigation Section
TANG Lai Hee; DOB: 28 November 1973; POB: Singapore; PPN:
S 7342272 H; Current Position: Inspector, Singapore Police
Force - OC Team of Serious Sexual Crime Branch
3. (U) Post may provide the following statement to authorized
parties: Embassy verifies that the Department of State possesses no
credible information of gross violations of human rights by the
candidates identified in paragraph 2 above, as of this date. Post
may cite this cable in response.
4. (U) If, in the future, post becomes aware of possible human rights
violations by the candidates listed above, post should inform the
Department and not proceed with training.
