1. (SBU) The Department of State reviewed its files and finds that,
to date, it possesses no credible information of gross violations of
human rights for the individuals identified below. These individuals
are candidates to participate in the ODC - Annual Sovereign Challenge
Conference to commence on March 16-19, 2009. The approximate U.S.
funding for this exercise is $5,000.
2. (U) Candidates:
ERWIN BARLEY, BRIGADIER GENERAL, INDONESIAN DEFENSE ATTACHE
FOR THE UNITED STATES OF AMERICA, INDONESIAN EMBASSY, WASHINGTON,
