(U) This cable responds to the action request in reftel requesting human rights vetting for the candidate nominated to attend EXBS-organized, DHS/USCG-delivered Incident Command System (ICS) Training, September 7-11, 2009,Budva, Milocer, and Hotel Maestral, Montenegro. ¶2. (U) The Department of State has vetted the individual listed in reftel and possesses no credible derogatory information as of 08/18/2009.
