(U) This is an action request. AIT Taipei, please see paragraph 3. ¶2. (S) Background: The United States has information that in June 2009, the Taiwan firm Gain Best was working to supply a spring spinning/winding machine to Syria's Industrial Solutions. In addition, Gain Best was working to arrange training on the operation and installation of this equipment for Industrial Solutions personnel. Although not controlled by the Missile Technology Control Regime (MTCR),this spring spinning/winding machine can be used to produce precision springs required for Scud regulators and fuel valve components. We want to bring this information to the attention of Taiwan authorities to ensure that dual-use machinery is not being procured from Taiwan to support Syria's missile development efforts. ¶3. (S) Action Request: Request AIT Taipei approach appropriate host officials to deliver talking points/non- paper in paragraph 4 below and report response. Talking points also may be provided as a non-paper. ¶4. (S) Begin talking points/non-paper: (SECRET//REL TAIWAN) --The United States appreciates our close cooperation on export control issues through the U.S.-Taiwan "Gameplan." --The United States has information that in June 2009, the Taiwan firm Gain Best was working to supply a spring spinning/winding machine to Syria's Industrial Solutions. As part of this deal, Gain Best also was working to arrange training for Industrial Solutions personnel on the operation and installation of this equipment. --Although not controlled by the Missile Technology Control Regime (MTCR),this spring spinning/winding machine can be used to produce precision springs required for Scud regulators and fuel valve components. --We request that you use this information to investigate this activity and urge you to take appropriate steps to prevent Syria from acquiring this spring spinning/winding machine from Taiwan. --In particular, such steps should include ensuring that exports of dual-use machinery by Gain Best to Syria are licensed by Taiwan export control authorities to ensure this equipment is not being procured to support Syria's missile development efforts. --We look forward to future cooperation on export control and nonproliferation issues and would appreciate hearing the results of your investigation into this activity at the earliest possible time.
