1. This is an action message. See paragraphs 2-4.
2. The Department's Office of Defense Trade Controls
Compliance (PM/DTCC) requests post assistance in conducting a
post-shipment check on the export of A320 flight simulation
training device parts to Hong Kong. Post is requested to
complete this Blue Lantern check within 45 days. Lack of
response to a Blue Lantern check will affect pending and
future licenses involving parties to this license.
3. Reason for request: a check on the status of United
States Munitions List (USML) components and access by foreign
nationals.
4. ACTION: Please visit the Foreign End User, Oxford
Aviation Academy HK Limited (formerly GE Commercial Aviation
Training),and confirm its receipt of the quantity and type
of the items listed below. Verify the current status and
location of these parts, and confirm that none have been
re-transferred or re-exported to unauthorized end-users.
Please ascertain if some or all parts were utilized on one or
more A320 flight simulator training devices. Make inquiries
with Oxford Aviation Academy officials and have them explain
the degree of access foreign nationals (including mainland
China) have to the A320 flight simulator(s) which utilize
these USML parts. END ACTION.
