¶1. This is an Action Request. See paragraphs 2 - 4.
¶2. (U) The Department's Office of Defense Trade Controls
Compliance (PM/DTCC) requests Post's assistance in conducting
a pre-license check on licenses 050183924, 050146400, and
050136382 for the export of firearms to Trinidad and Tobago.
Post is requested to complete this Blue Lantern check within
30 days. Lack of response to a Blue Lantern check will
affect pending and future licenses involving parties to this
license.
¶3. (SBU) Reason for Request: This request is for Post to
verify that end-user Specialist Shooter Training Center has
not/not re-exported any of the firearms on export licenses
050146400 and 050136382 to customers outside Trinidad &
Tobago. Post is also requested to verify the bona fides of
the transaction on export license 050183924. (NOTE: Licenses
50146400 and 050136382 have already been issued and shipments
have been made to the end-user. License 050183924 has
not/not yet been approved. END NOTE) Finally, Post is
requested to consult with appropriate host government
officials to establish the bona fides of Specialist Shooter
Training Center. More information is provided via REFTEL.
¶4. (SBU) Action Request: Post is requested to determine if
any firearms previously exported under licenses 050146400 and
050136382 have been re-exported to customers outside Trinidad
& Tobago. Post is also requested to verify the bona fides of
the transaction on export license 050183924 between
Specialist Shooter Training Center and the Trinidad and
Tobago Defence Force by making inquiries to appropriate
authorities of the Trinidad and Tobago Defence Force. In
addition, Post is requested to refer to REFTEL and provide
any information available about the bona fides of Specialist
Shooter Training Center. The following points are included
for guidance:
