1. (C) The Department requests that the Ambassador seek a
meeting as soon as possible with Kyrgyz President Kurmanbek
Bakiyev to convey our appreciation for Kyrgyz support and
ascertain his commitment to Manas Air Base.

Expressing Support

2. (U) In a meeting with President Bakiyev, the Ambassador
should advance the following points. Thank him for Kyrgyz
support of Coalition efforts in Afghanistan. Underscore that
the new Administration continues to value Kyrgyzstan's
decision to host Manas Air Base. Explain that we understand
that some in Kyrgyzstan have raised concerns that Kyrgyzstan
has not received the level of compensation that reflects the
value of the base and assure the President that we want to
correct that perception. Communicate that General Petraeus
heard the message of Prime Minister Chudinov and is sending a
high level team to present concrete proposals for ensuring
the base provides economic benefit to Kyrgyzstan. Report on
developments in the Hatfield investigation (ref B).

3. (C) The Ambassador should also endeavor to find out how
likely President Bakiyev is to close Manas Air Base for lack
of additional compensation. In that effort, the Ambassador
should convey these points: We understand that you may be
under pressure to reconsider your decision to host the Base.
This is a critical time, and we have a shared interest in
defeating extremists and stabilizing Afghanistan. Ask the
president not to take any precipitous decisions until you
have had a chance to fully explore these issues with the new
Administration.
