1. (U) Per referenced request for guidance, the Department
agrees that the decision on the theme, agenda, and modalities
for the 18th Economic and Environmental Forum is a worthwhile
one. The Department would like USOSCE to seek an addition to
the third paragraph, which should be along the lines of one
of the following options:
-- Option one: In the third bullet point, please add the
words "endangered species, and ozone depleting substances" so
the bullet reads, "- Safeguarding of the security of the
international transport circuit, including the fight against
transnational crime, terrorism, and trafficking in weapons,
drugs, human beings, endangered species, and ozone depleting
substances;"
-- Option two: In the fourth bullet point, please add the
words "including green customs" so the bullet reads, "-
Impact of transportation on environment and security,
including green customs;"
This change is desired to reflect past work with UNEP on
agreed customs training programs focusing on illegal trade in
wildlife or endangered species, covered by the Convention in
trade in Endangered Species (CITES) and Ozone Depleting
Substances (covered by the Montreal Protocol). Given the
status of negotiations, however, and the Department's
judgment that this one flaw does not warrant blocking the
decision outright, USOSCE is authorized to join consensus on
the Draft Permanent Council Declaration (PC.DD/15/09/Rev.3).
