(U) This is an action request. Embassy Beijing, please see paragraph 3. ¶2. (S) Background: The United States has information that in June 2009, the Chinese firm Beijing Jingda Zhiyuan Technologies Development Ltd. was working to provide carbon fiber to a Pakistani missile developer. The fibers in question )- type T700S, which is controlled by the MTCR, and type T300, which is controlled by the Nuclear Suppliers Group (NSG) -- are used in the manufacture of composite material that can be used to produce missile components such as motor cases, reentry vehicles nose tips, propellant tanks, and rocket motor nozzles. We want to bring this information to the attention of Chinese authorities and urge them to take measures to ensure that entities in China are not acting as a source of supply to Pakistan,s MTCR Category I missile programs. ¶3. (S) Action Request: Request Embassy Beijing approach appropriate host government officials to deliver talking points/non-paper in paragraph 4 below and report response. Talking points also may be provided as a non-paper. ¶4. (S) Begin talking points/non-paper: (SECRET//REL CHINA) --We would like to alert you to a matter of proliferation concern and request your assistance in investigating this activity. --The U.S. has information that in June 2009, the Chinese firm Beijing Jingda Zhiyuan Technologies Development Ltd. was working to provide type T700S and type T300 carbon fiber to a Pakistani missile developer, possibly through the Hong Kong firm Universal Enterprises Limited. --We believe this procurement activity is intended to support Pakistan,s indigenous missile development efforts related to Missile Technology Control Regime (MTCR) Category I ballistic and cruise missiles in Pakistan. --These fibers are used in the manufacture of composite material that can be used to produce missile components such as motor cases, reentry vehicle nose tips, propellant tanks, and rocket motor cases. --Type T700S fiber is controlled by the MTCR. Type T300 is controlled by the Nuclear Suppliers Group (NSG). --Type T700S fiber also meets the specifications of China,s Missile and Missile-Related Items and Technologies Export Control List (II.7.1). --We are providing this information to help inform China,s export licensing process and urge you to take all appropriate measures to ensure that Beijing Jingda Zhiyuan Technologies Development Ltd does not act as a source of supply to Pakistan,s MTCR Category I missile programs. --We look forward to future cooperation on nonproliferation issues and to hearing of any actions your government takes in response to this information.
